About Philip R. Pulliam

Philip is a government relations and public policy professional with over twenty years of Big Four consulting (KPMG + EY alum), corporate, and public sector experience. While in Big Four consulting, primary industries served included financial sector, tech, and power and utilities. A trusted advisor who is comfortable maintaining strategic internal and external relationships to help drive responsible growth, critical initiatives, and effectively gauge, facilitate and advance multi-state legislative outcomes while contributing to a culture of prudent risk management and adhering to the Bank’s control environment.     Responsibilities include building and managing key internal and external relationships while maintaining BAC’s interests with respect to state and local policymakers over a six state region. I collaborate primarily with BAC’s Federal Government Relations, Policy Analysis + Insights, Legal, Communications and Operations teams to arrive at and execute on supportive legislative and regulatory strategies and conclusions. In addition, I serve on market leadership teams and provide counsel to Market Presidents and Market Executives across the Southeast region, including Bank of America\'s Global Head of Public Policy. Additional responsibilities include working with trade and industry groups, including the ABA, Attorney General Alliance, Democratic and Republican Attorneys Associations, DLCC and the National Black Caucus of State Legislators. Other responsibilities include managing external contract lobbyists dispersed throughout the region, tracking, monitoring and advocating for or against legislation while providing updates to senior executives. Additional duties include meeting with senior state government executives and staff (e.g, Governors and Chiefs of Staff); preparing briefing documents and assisting colleagues with coverage of trade organization events in DC, as needed. In this role, I was nominated and accepted into the Banks 2023 Leadership Engagement Acceleration Program (LEAP) cohort, with approximately 12 teammates from various domestic and international LOBs.
