About Philip Chu

I’m a transportation professional with over 25 years of experience in transportation planning, program management, and express lanes operations. As Deputy Director of Express Lanes at the San Bernardino County Transportation Authority (SBCTA), I oversee the I-10 and I-15 Express Lanes, two major corridors enhancing regional mobility and economic growth across Southern California.Since joining SBCTA in 2008, I’ve managed a range of federal, state, and local funding programs and led the implementation of SB Express Lanes, San Bernardino County’s first express lanes system. My earlier experience with the San Luis Obispo Council of Governments (SLOCOG) focused on regional planning, traffic modeling, and socioeconomic forecasting.I’m also passionate about education and public service—serving as an adjunct lecturer at Cal State San Bernardino and UC Irvine, and as a Planning Commissioner for the City of Pomona. I’m dedicated to advancing innovative, sustainable, and equitable transportation solutions that connect people and strengthen communities.
