In this role, I am responsible for Translink’s Major infrastructure Projects which include:• Belfast Grand Central Station – £340m project to construct a new integrated bus and railway interchange in Belfast City Centre with 8 railway platforms, 26 bus stands, retail units and provision for active travel in the vicinity. I am Translink’s Senior Responsible Owner (SRO) for the project which was opened in October 2024.• NIROC Phase 1a – £24m project to construct a new Regional Operating Centre for railway signalling control in the Greater Belfast area. I am Translink’s SRO for the project which came into operation in October 2024.• Belfast – Derry Programme – a programme of works to enhance rail services from Belfast to the north-west, including a number of passing loops and enhancements to the network. This programme is in its early stages and is under consideration for funding. I am Translink’s SRO for the programme.• Railway Electrification – a programme to electrify the entire railway network in Northern Ireland. This is a significant programme of work with the objective of decarbonising the railway by 2040. I am Translink’s SRO for the programme.I am also responsible for the following departments:• Frameworks & Contracts – providing effective commercial, contract and supplier relationship management across the Infrastructure Division to ensure the delivery of the Infrastructure Capital Investment Plan (£300+ million per year). • Portfolio Management Office – managing Translink\'s capital investment plan comprising all of the organisation\'s programmes and projects. The objective is to ensure continued alignment with strategic objectives and optimum return of investment.• BIM – establishing and developing a team to provide BIM support throughout project development and delivery, ensuring information is accurately captured to enable effective asset management.I am a Supervising Civil Engineer (SCE), responsible for Translink\'s ICE Training Scheme.

ABOUT PHILIP BROWN
I am a Chartered Civil Engineer and have been Head of Major Projects, Frameworks and Contracts within Translink’s Infrastructure & Projects Division since 2019. I am responsible for major infrastructure projects, most notably as Senior Responsible Owner (SRO) for the £340m Belfast Transport Hub project. I am also responsible for the Contracts & Frameworks, Project Management Office (PMO) and BIM teams. Prior to that I was Engineering Director for GRAHAM Construction 2016-19 and Chief Engineer In those roles I was responsible for design and technical management, temporary works and value engineering across all civil engineering projects (tender and construction phases). I am a Fellow of the Institution of Civil Engineers and served as Chairman of the ICE Northern Ireland region 2017-18. I was an ICE Council Member 2021-24 representing the Northern Ireland region.
