London, GB

I was brought in to help bp Pulse appraise the planning constraints prior to entering legal contracts and navigate the roll out of their EV charging network through the planning system, across the UK. I have been involved in the successful creation of a key `cradle to grave\' delivery partnership, developing wider strategic partnerships to help deliver our Destination, Hub and Convenience EV charging solutions. The role has expanded to beyond planning, in helping to establish new governance protocols, site specific project management, portfolio management, buisiness development and client liaison.

ABOUT PHIL CLARK

I am a Planning and Property Development Professional, with more than nineteen years’ expertise gained working on complex construction projects across London, the South East, and the West Midlands: acting in senior leadership and strategic roles, and helping to make operational ambitions a practical reality. As you might expect, I have strong commercial acumen, combined with advanced viability assessment skills, and financial oversight capabilities. I am also Well organised, self-motivated, and have a keen attention to detail that ensures completion of all assignments on time and meticulously to specification.I have successfully managed planning functionalities for major regeneration mixed-use developments: including delivery of multiple mixed use developments, as well as leading and working as a member of cohesive and target driven teams, to deliver high quality outcomes to the highest professional standards. In my most recent role as Chief Planner with Galliard Homes from 2013 to 2022, I spearheaded the successful completion of what was then the United Kingdom’s largest full EIA planning application, a master planned mixed use development of 1,997 residential units, 29,500sqm non-residential floorspace in nine blocks up to 29 storeys high (the scheme was determined within six months of submission): with a 12% reduction in consultants’ fees, as well as a 24% unit uplift against the acquisition target. At Leegate Shopping Centre, Lewisham, I produced a full EIA planning application for mixed use development, comprising 563 residential units (35% affordable) 3,500sqm retail, commercial and community space and doubling of the existing public realm, within an area surrounded by multiple local and statutory heritage assets (including the Greenwich World Heritage Site). On Bath Road, Hounslow, I successfully appealed against an exemplar co-living scheme comprising 248 units (0% affordable), 790sqm co-working space and 615sqm retail space, as well as public realm. At the Chiswick Curve, Hounslow, I led on a five month intensive pre-application process into submission of a 32 storey tower, proposing 327 residential units (35% affordable), 5,490sqm employment and retail, with public realm. I also led for the company a four week Public Inquiry (following the initial refusal of planning permission), resulting in the Inspector allowing the appeal, which was then overturned by the Secretary of State, following which I supported conduct of a (sadly unsuccessful) judicial review. To find out more, send me an InMail, or contact me at p••••••••@hotmail.com
