ABOUT PHANIDA PHIVILAY
With 28 years of experience across community health, public health, and managed care, I’ve built my career on one core belief: every community deserves equitable access to quality care. I started in grassroots healthcare at Providence Community Health Center (PCHC) and Women & Infants Hospital, supporting women statewide through education, outreach, and advocacy. I then spent more than a decade at the Rhode Island Department of Health, strengthening systems across Title X, KIDSNET, and the state’s Vaccine Distribution Program.Today, as Manager of Community Outreach at UnitedHealthcare, I bring a people-first approach, deep statewide relationships, and a strong grasp of social determinants of health to drive partnerships that make a tangible difference. I’ve been a consistent leader in equity initiatives where I help elevate community voices and advance collaborative solutions.Rooted in compassion, strategy, and a commitment to impact, I’m driven by my core strengths—Belief, Input, Strategic, Learner, and Achiever—to build trust and strong community relationships, inspire action, and create healthier, more equitable communities across Rhode Island. I lead with purpose, compassion, and a commitment to lasting impact.Over the past several years, I have worked extremely hard, not only in my work capacity but also outside of work, to be an advocate for my community in which I live so that they have access to a fair, reasonable, and equitable healthy community, and health care. Since joining the RI Community & State team at UnitedHealthcare, my focus and goal has always been to strengthen the community ties and leveraging my strong connections back to the work I do here at work.
