About Paul T.
I serve as the Deputy Executive Director for the Oklahoma Public Employees Retirement System (OPERS), where I provide strategic and operational leadership across Finance, Information Technology, Benefit Administration, Member Experience, Human Resources, and Transformation and Modernization. OPERS serves approximately members, manages $14.5 billion in assets, and distributes nearly $720 million annually in retirement benefits. In this role, I lead agency-wide strategic planning, digital transformation, and cross-divisional initiatives that improve efficiency, service delivery, and organizational effectiveness. I work closely with the Executive Director and leadership team to align agency structure and strategy, build internal capacity, and foster a mission-driven culture focused on service, accountability, and long-term impact. Key accomplishments include-Leading a multi-year Digital Transformation Initiative to modernize core business systems, digitize workflows, and support data-informed operations-Designing and launching a leadership development strategy to strengthen succession planning and build cross-divisional leadership capacity-Directing the strategic planning process, aligning goals across divisions and establishing performance measures to drive accountability and results-Driving organizational redesign efforts that realigned staffing and resources to better support member needs and improve operational execution-Improving efficiency and service outcomes through cross-functional collaboration and targeted process improvement-Advancing workforce planning and talent development efforts that enhanced recruitment, retention, and readiness for future needs. I hold a Master of Public Administration and a Master of Education from the University of Oklahoma and a bachelor’s degree from Liberty University. I am a certified Lean Six Sigma Green Belt and have completed several leadership and strategy programs focused on public-sector innovation. This combination of education, experience, and purpose-driven leadership enables me to guide meaningful transformation, develop high-performing teams, and deliver long-term value to the members and stakeholders we serve.
