As Executive Director of the Non-Emergency Medical Transportation Accreditation Commission® (NEMTAC®), I lead the nation’s only ANSI-accredited standards development organization dedicated exclusively to NEMT.My focus is on strengthening the national infrastructure for medical transportation through standards development, accreditation programs, education pathways, and system-level transparency. Under my leadership, NEMTAC has expanded its national footprint, deepened cross-sector partnerships, and accelerated development across its (Operations), (Organizational), and (Education) standards series.During this period, NEMTAC transitioned to federally recognized 501(c)(3) status, strengthened its financial model, and scaled its Transform Annual Conference into a national convening platform bringing together providers, brokers, payers, regulators, and technology leaders.Key initiatives include:• Expansion of ANSI-aligned standards development• Growth of accreditation and education programs• Development of structured industry accountability mechanisms• Strengthening partnerships with healthcare, regulatory, and transportation stakeholders nationwideOur work is centered on elevating safety, reliability, interoperability, and public trust within the NEMT ecosystem.

I serve as Executive Director of the Non-Emergency Medical Transportation Accreditation Commission® (NEMTAC®), the nation’s only ANSI-accredited standards development organization dedicated exclusively to Non-Emergency Medical Transportation (NEMT).Our work centers on building the national framework for safe, reliable, and interoperable medical transportation — including standards development, accreditation programs, education pathways, and system-level accountability mechanisms that support providers, brokers, payers, and regulators.With more than 25 years in EMS, Medicaid transportation, and emergency management, I have led complex operational networks and coordinated multi-agency response systems. My experience spans executive leadership roles in large-scale transportation operations, public sector emergency management, and cross-sector healthcare collaboration.Earlier in my career, I directed EMS and Medicaid transportation programs and served as Deputy Emergency Management Coordinator and Resiliency Program Manager for the Lower Colorado River Authority, coordinating regional responses to wildfires, floods, and infrastructure emergencies across Central Texas.Appointed as County Commissioner for Bastrop County in 2008 and formally commissioned by the Governor of Texas, I have remained engaged in public service through emergency management and education, including sixteen years as an Adjunct Instructor with the Texas Engineering Extension Service (TEEX). My credentials include FEMA’s Advanced Professional Series and executive management training from the University of Texas LBJ School of Public Affairs.I am committed to elevating professional standards in medical transportation and aligning transportation systems more closely with healthcare delivery, public policy, and data-driven accountability.Focused on standards.
