My professional life is devoted to public policy and public service. My purpose is to conceive, develop, and implement systems that enable people to achieve their own purposes and visions in the context of a well-functioning community. I straddle the worlds of policy and practice in workforce and community economic development. My current interest is in the responsible and ethical uses and deployment of AI in work.     Consultant on workforce and economic development policy and programsAccomplishments.• Author of a report for RTI International on the global state of the art in workforce policies and practices in emerging and transitioning economies.• Policy and practice matrix for RTI International that matches workforce strategies, polices and practices to each phase of economic advancement. RTI International subsequently used the report and matrix in an effort to develop new business opportunities. This engagement ended with the completion of the report. A variant of the matrix, however, was used by the Institute and the OECD as a framework for understanding and describing the workforce system in Puebla/Tlaxcala, Mexico.• Redistricted the Cook County Board of Commissioners in 2012 (and previously in 2001 and 1993). The 2012 process was remarkable in that the redistricting committee successfully implemented a procedure that was transparent and inclusive, that encouraged debate, supported the development of alternative maps by the public, and that met all the requirements of the Voting Rights Act.• Policy adviser to Jesus “Chuy” Garcia campaign for Mayor of Chicago (2015). PACLTD prepared a comprehensive set of policy recommendations on workforce, community and economic development and co-authored the candidate’s budget and government reform platform.
