Expert in government and international relations, international negotiations- agreements, and technology transfer. Significant operational and technical expertise in the areas of Military Programs Management, Acquisition Strategy and Planning, Requirements Development, Standardization, and Client Administrative Support with emphasis on Air and Missile Defense (AMD), Ballistic Missile Defense (BMD), Battle Management, Command, Control, Communications, Computers and Intelligence (BMC4I), Interoperability, and Naval combat/radar/ship systems engineering. Highly skilled and trained in executive leadership, and administrative and personnel management with the requisite experience and professional background to develop, implement and execute programs and policies in dynamic and goal oriented specialized organizations; and develop and foster teamwork in multifaceted and stress related technical environments. A retired Navy Commander (0-5) with Command at Sea experience. Served twenty years as a career Naval Surface Warfare Officer with significant Combat Systems tours aboard Guided Missile Cruisers (CG\'s), Guided Missile Destroyers (DDG\'s), Guided Missile Frigates (FFG\'s) and in Mine Warfare Ships (MSO’s).

   Supports the Joint Staff - Deputy Director, J5-Global Policy and Partnerships (GPP) who is the U.S. Representatives to NATO\'s Air and Missile Defense Committee (AMDC)(NATO\'s Tier 1 GOFO level Committee on IAMD and Joint Air Powers) and his subordinate who is the U.S. Representative to the subordinate Panel on Air and Missile Defense (PAMD), as the resident NATO Subject Matter Expert (SME), consultant and staff liaison for US-NATO and Allied Integrated Air and Missile Defense, and Ballistic Missile Defense (BMD) matters. Is responsible for technical, programmatic, and operational consult in the development and advancement of NATO\'s Integrated Air and Ballistic Missile Defense including the US European Phased Adaptive Approach (EPAA) in support of NATO BMD and U.S. National Missile Defense Policy. Active TS/SCI Clearance.
