As a program analyst in the Executive Branch of the Federal government, I play a key role in policy development, program implementation, and stakeholder engagement for USDA’s Child Nutrition Programs, supporting initiatives that impact millions of children across the U.S.Key Responsibilities & Achievements:Regulatory Development: A lead writer for the interim final rule (IFR) on the \"Implementing Provisions from the Consolidated Appropriations Act, 2023\"(88 FR 90230), which established Summer EBT and the rural non-congregate option in SFSP. Within the first year of implementation, over 161 million meals and over 600 new zip codes were served through the SFSP, helping children in underserved and rural areas receive nutritious meals throughout the summer months. Lead writer for the Civil Rights Impact Analysis of the IFR, ensuring that the program\'s provisions were compliant with civil rights laws and inclusive of all eligible children. This IFR is projected to serve an additional 4.25 million children in rural areas over the next 5 years.Policy Analysis: Analyzed and interpreted data to inform policy recommendations for the Child and Adult Care Food Program (annual budget:$3.9B, serving 4.7M children daily). Drafted guidance on eliminating visual identification for race/ethnicity in child nutrition programs, improving program integrity and inclusivity.Communication: Develops written correspondence, including Congressional directives, policy memos, and decision papers. Serves as a subject matter expert, providing guidance to Congressional staff, State agency directors, and program operators. Trains advocates at national conferences.Coordination & Outreach: Coordinated nutrition assistance as Emergency Support Function #11 Desk Officer during major disasters. Led cross-regional workgroups to improve participation in the CACFP, conducted research, and organized listening sessions to gather insights from stakeholders.
