ABOUT PAUL REGLINSKI

I specicialise in the design of complex, multi-country programmes across fragile and conflict-affected contexts. Across my career I have secured more than USD 450 million in competitive programme funding from a wide range of donors including USAID, FCDO, the European Commission [ECHO & INTPA], SIDA, GAC and UN agencies.My work focuses on the full programme design cycle, from positioning, analysis and needs assessment through to consortium structuring, proposal development and negotiation with donors. I have extensive experience coordinating complex international consortia, integrating analytical evidence into programme design, and supporting organisations to position themselves competitively for major funding opportunities. I have worked in Afghanistan, Libya, Jordan, Mali, the Democratic Republic of Congo, Finland and the United Kingdom, and have supported programme design across much of West and Central Africa as well as Ukraine.I am currently available for consulting assignments supporting: • Design of complex programmes and funding applications • Consortium development and partnership structuring • Strategic surge support during major bid cycles • Needs assessments and analytical frameworks for programme design • Monitoring, evaluation and learning (MEL) systems and evidence generationLanguages: English, French and Italian.
