ABOUT PAULO VELA

I am an engineer and innovation policy specialist working at the intersection of technology, public policy, and social impact. Originally trained in mechatronics, I transitioned into biomedical informatics and innovation management after a deeply personal experience with delayed diagnosis in my family. Since then, I’ve dedicated my career to designing and implementing technological solutions that matter, from AI-driven health tools to national science and innovation programmes in Peru.I served at CONCYTEC – ProCiencia, coordinating World Bank-backed national initiatives to strengthen innovation in strategic value chains through academia–industry collaboration and the use of emerging technologies. Previously, I taught Biomedical Engineering at Universidad Peruana Cayetano Heredia, where I fostered intellectual property and early-stage innovation among young researchers. I\'m also the founder of Ourabyte, a consultancy focused on artificial intelligence and digital health, evidence-based R&D, and tech for impact, supporting universities, NGOs and startups across Latin America.In 2025, I was awarded the Chevening Scholarship by the UK Government to pursue an MPA in Development, Technology and Innovation Policy at University College London (UCL).
