ABOUT PAUL LEACH

I’m a registered Paramedic and senior national leader with over 20 years’ experience across frontline emergency care and national NHS roles. I currently work at NHS England, leading nationally significant programmes that focus on the resilience, capability and long-term sustainability of safety-critical health services.My work sits where operational reality meets national policy. I lead complex programmes that span emergency preparedness, infrastructure and asset readiness, ambulance fleet and transport systems, and the transition to zero-emission emergency vehicles. Much of this involves managing high levels of operational and reputational risk, major capital investment, and challenging supplier interfaces, in environments where failure is not an option and decisions are often made under intense scrutiny.Alongside my national role, I remain professionally registered as a Paramedic. That background continues to shape how I lead. It keeps my decision-making grounded in a real understanding of risk, pressure, and the downstream impact that strategic choices have on frontline staff and patient care.I work at system and national level, regularly engaging with senior NHS leaders, government departments, regulators and industry partners. I’m comfortable advising at executive level, leading cross-organisational change, and translating strategic ambition into practical, operational delivery across complex and highly regulated systems.My professional focus is on resilience, preparedness, infrastructure and asset strategy, and delivering sustainable public services in safety-critical environments. I bring credibility with frontline services, confidence in senior leadership settings, and a track record of turning difficult, system-wide challenges into measurable outcomes.Given current uncertainty around the merger of NHS England and DHSC, I’m open to conversations about senior leadership roles that value operational credibility, system thinking and delivery accountability, particularly in emergency care, national resilience, critical infrastructure, sustainability and large-scale service transformation.
