ABOUT PAUL GEBBETT
I am a Transport Planner with over 25 years of experience with a broad and varied portfolio of projects focused on delivery of projects within the public sector. A lot of my more recent focus has been leading the delivery of transport business cases and funding bids across all modes and transport modelling to support appraisal and local plan assessments. This experience has given me a very broad understanding of many areas in transport planning which is vital in meeting the needs of local authorities in successful delivery of their projects.As well as project managing and acting as technical lead on project delivery, I also have vast experience in leading and supporting successful proposals for standalone projects and frameworks for local authorities and other public sector bodies.Some of my more recent projects have included- Leading the development of the Outline and Full Business Case for Reading Green Park station, including undertaking passenger demand modelling and economic appraisal- Leading the development of the economic case and providing critical friend review of the other four cases for Thanet Parkway Station, Kent This including developing the passenger demand modelling approach and leading the economic appraisal. Supporting Kent CC at meetings with Network Rail and DfT to produce successful outcomes for the business case and a subsequent New Stations Fund bid- Project Managing the development of the outline and full business cases for Wichelstowe Southern Access, including supporting Swindon BC in meetings with DfT to ensure a successful business case- Project Managing a Restoring your Railways Ideas Fund SOBC for a potential new station in Gloucestershire- Acting as Project Director on development of Strategic Outline Business Cases for active travel schemes in Somerset- Project Managing the delivery of Levelling up Bids and Technical lead on Active Travel bids- Project managing in development of transport evidence basis, including modelling, to support a number of planning authorities in development of their Local Plans through Regulation 18 and 19 consultations and examination- Supporting development of Reading Transport Strategy and developing the approach to test impacts on carbon of the strategy- Leading the development of a Saturn highway model for Reading and subsequent application of the model to support business cases and local plan assessments.
