About Paul Dickman

Paul is a Parsons certified project manager and professional engineer with 30+ years of progressive transportation engineering and management experience. He is experienced in the management and design of freeway, highway, street, and light rail projects, and has experience in contracts and negotiations, people management, roadway design, utility coordination, specifications, cost estimating, signing & marking, proposal writing, and geotechnical analysis. Paul has been involved in traditional design-bid-build, design-build, and construction manager at-risk projects that include design and project management of freeways, traffic interchanges, rural highways, local street improvements, and light rail on existing and new facilities - from study phase through final design and construction. He has also served as area manager, principal, and project manager for Parsons’ Arizona operations from 2006 to 2018 and for the Abu Dhabi, United Arab Emirates, operations (with a reporting staff of more than 300 engineers, construction supervisors, and support staff) from 2014 to 2016. Paul is currently serving as the Arizona state manager, vice president and principal project manager. Strong professional with a Master\'s degree focused in Civil Engineering from Arizona State University and a bachelor\'s degree in Petroleum Engineering from the Colorado School of Mines.
