The Office of Special Review and Evaluation focuses on oversight of programs, offices, and centers, evaluating whether and how they are effectively and efficiently meeting legal, regulatory, congressional, and public requirements and expectation as well as how the EPA implements, executes, and enforces new and existing requirements and on the extent to which stakeholders can rely on those requirements. The office conducts administrative investigations of allegations of misconduct by senior agency employees and complaints of whistleblower reprisal by agency employees, or employees of agency contractors, subcontractors, grantees, subgrantees or personal services contractors. The office also performs special reviews of significant events and emergent issues of concern that involve a suspected or alleged violation of law, regulation, or policy, or allegations of serious mismanagement.

ABOUT PAUL BERGSTRAND
As the Assistant Inspector General for Special Review and Evaluation, I provide executive leadership over evaluations, administrative investigations, and hotline operations.Before joining the EPA in August 2021, I served as the director of the Program Evaluations Division at the Department of Housing and Urban Development, Office of Inspector General. There, I oversaw evaluations of HUD programs, including those focused on properties near contaminated sites, troubled public housing authorities, and conditions at residential care facilities. Prior to working at HUD OIG, I was a lead inspector at the Department of Homeland Security OIG. There, I led auditors, investigators, and evaluators during several high-profile projects, including evaluations of security breaches at the McNamara Federal Building and the White House, and the U.S. Secret Service’s response to employee misconduct. I began my public service career in 2005 as an analyst at the Office of Government Ethics, where I led reviews of ethics programs, trained ethics officials, and briefed international delegations on the United States’ anti-corruption efforts. Ethics programs I reviewed included those from the Departments of Health and Human Services and Agriculture. I have received recognition throughout my federal career. In 2019, 2020, and 2021, evaluations I oversaw received awards for excellence from the Council of the Inspectors General on Integrity and Efficiency. In 2021, I was also recognized with an award for excellence from CIGIE as part of a cross-agency working group that revised the quality standards for inspection and evaluation. At the DHS OIG, my team received an award for excellence for their evaluation of the Secret Service’s efforts to identify, mitigate, and address instances of misconduct and inappropriate behavior. Finally, I received the Bayless Manning Award in recognition of innovation and independent creativity from the OGE. I am a native of Illinois and graduated cum laude from Western Illinois University with a bachelor’s degree in political science.
