ABOUT PARMINDER PAL SINGH SANDHU

I am a development professional with almost 20 years of experience that ranges from formulation to implementation of public policy. As a civil servant, I got the unique opportunity to work at grassroot, district, state, national as well as international levels. I am lucky to have the comprehensive starting from conceptualizing, designing, planning, implementing, managing, and evaluating multiple public service delivery initiatives, beneficiary identification (ID) systems, and direct benefit transfer (DBT) programs (G2P). I have closely worked with UIDAI, NPCI and iSpirit teams, which have conceived, coded, and deployed the robust Digital Public Infrastructure in the country.This broad development experience is complemented by my three graduate degrees: Masters in Engineering (Technical), Masters in Public Policy (Professional) and Doctorate in Business Administration (Academic). My Core Skills are Information Technology and Public Service Delivery, Digital Public Infrastructure, Digital Financial Services, Identification Systems and Development, Internet Governance, Capacity Building and Leadership Development.I am proud of my following achievements-• Supervised the enrolment of whole population (~30 million) of State for Unique ID/Aadhaar. • Managed the whole service delivery infrastructure of the State including Wide Area Network and Data Centre as well as monitored the progress on SDGs and 100 priorities welfare and development projects of the government. • Implemented the new Social Security System to target USD 300 million per year through Direct Benefit Transfers (DBTs) to support 2.4 million beneficiaries.• Deployed a comprehensive IT solution for the implementation of the Crop Debt Relief Scheme through which claims amounting to USD 630 million have been paid to 0.56 million farmers. • Executed Direct Cash Transfers of about USD 2.7 billion, through more than a million transactions, bi-annually, for all the villages across the state with the help of grain market agents, using Point of Sale devices that were directly linked to multiple banks. Punjab, being the grain basket of the country, procures around 12 million metric tons of food-grains bi-annually under those operations.• Co-authored multiple policies and legislations including interventions on Public Service Delivery, Grievances Redressal, Right to Information and Anti Red Tape.• Assisted in the creation of a State Advisory council under the Chief Minister with international experts from academia and industry for conceptualizing key reforms in the State.
