Pamela Fisher, CEcD is a nationally-recognized economic development executive with more than two decades of experience leading and supporting high-profile business recruitment, site selection, and expansion efforts. As Vice President of Business Recruitment at the Greenville Eastern North Carolina Alliance, Fisher brings a strong track record of guiding more than $7 billion in competitive capital investment projects by negotiating incentives and providing regulatory oversight, site readiness strategy, and permitting and infrastructure coordination. Fisher is widely known for bringing together diverse teams—including academic researchers, industry partners, utility providers, and state and federal government leaders—to execute transformative economic development strategies. A dynamic speaker, she has represented both state agencies and universities as a subject matter expert at national, state, and regional conferences on economic development, regulatory innovation, and transportation technology. Throughout her career, Fisher has played a critical role in leading and supporting major advanced manufacturing business attraction and expansion projects, such as General Motors Fort Wayne Assembly Plant, GE Aviation, Cummins, Inc. Honda Manufacturing of Indiana, Subaru of Indiana Automotive (SIA), Toyota Motor Manufacturing Indiana (TMMI), and Nestlé USA. As the state’s regulatory expert, she led efforts to reduce risk for businesses by streamlining permitting and infrastructure coordination processes—reducing project timelines and creating a more predictable environment for business investment and site development. Prior to joining the Greenville ENC Alliance, Fisher held leadership roles in state government and launched a consulting firm specializing in economic development strategy, government affairs, and project management.
