Pablo E. He helps companies and technology and industrial-base innovators operating in high-scrutiny environments navigate Washington risk—congressional investigations, national security reviews, CFIUS/foreign investment matters, export controls (EAR/ITAR), and federal contracting (FAR/DFARS) disputes—and advises boards and C-suites on oversight risk, governance posture, and crisis communications, emphasizing speed, credibility, and minimizing unwanted business impact. He previously served as Minority General Counsel to the Senate Armed Services Committee, supporting the NDAA process and major national security legislation, including weapon systems acquisition reform initiatives and reforming the national security space launch program. Earlier in his career, he led high-profile congressional investigations, including those regarding a massive Air Force weapons contract and a large tribal lobbying fraud scheme.Pablo counsels and represents clients before the federal security agencies, including the Departments of Defense and Commerce, before the House Oversight and Accountability Committee; the House Energy & Commerce Committee; the House Ethics Committee; the House Judiciary Committee; the House Select Committee on Strategic Competition between the U.S. & the Chinese Communist Party; etc. Possessing deep familiarity with the congressional investigative ecosystem, he prepares executives for depositions and hearings and manages fast-moving, politically sensitive engagements. He also contributes to firm thought leadership and mentors rising attorneys and policy professionals. Pablo began his legal career in maritime & admiralty litigation in New Orleans, served as a judicial extern to Chief Judge Morey Sear (EDLA); was a research assistant to esteemed Tulane Law School Professors Robert Force and Oliver Houck; and served as Senior Managing Editor, Tulane Law Review.
