ABOUT PAUL BURGESS

Paul has 31 years’ of experience in the environmental services sector. He provides expert advice to clients in the delivery of environmental impact assessment (EIA) and environmental management in the support of securing consents for infrastructure projects. He has a desire to win work, deliver excellence for clients, support and develop staff, and improve EIA and environmental management practice. Paul is currently on secondment at Scottish Southern Electric plc.(SSE) Network Transmission (SSENT) as a Consents and Environment Manager.He has successfully managed large and diverse multi-disciplinary teams working on major and complex planning applications under a variety of consenting regimes including hybrid Bill, Planning Act and the Town and Country Planning Act in England & Wales and Scotland. Paul provides expert technical advice to projects and also checks the quality of the environmental teams’ work due to his attention to detail.Paul has previously been the bid manager responsible for leading the coordination of major multi-million pound bids. He now has responsibility for advising other bid managers and checking bids. He has a proven track record of winning profitable project work and has grown environmental services. In project delivery he exercises strong commercial awareness which has contributed to meeting profit targets. Paul is a confident communicator, capable of building strong relationships with clients, technical specialists and stakeholders, adopting a collaborative approach to solving problems and issues that may impact on project delivery and success. He is a motivational leader of multi-disciplinary project teams with a firm approach to the achievement of deadlines and objectives. Paul manages EIA coordinators and also has responsibility for the line management of three members of staff. Paul is committed to delivering the highest standards of EIA practice and sharing this experience. This is evidenced through his project work but also by his active involvement in IEMA and the EIA Quality Mark. Most recently Paul was deputy chair of an IEMA working group tasked with drafting new guidance on the delivery of mitigation on infrastructure projects which was published in 2024. Paul is passionate about the environment, sustainable development and in particular helping the UK meet it ambitious net zero challenge.
