A specialist technical consultant, with 17 years’ professional historic environment sector experience, Owen is a full member of the Chartered Institute for Archaeologists (MCIfA) and an Associate of the Institute for Historic Building Conservation for Evaluation (AssocIHBC). With responsibility for the technical review of deliverables, Owen has worked for RSK, a ‘Registered Organisation’ with the CIfA, for over 10 years. Through the management of projects relating to the historic environment, and the provision of supporting planning documentation over this period, Owen has in-depth understanding of legislation, policy, regulation and guidance. Projects are varied, comprising international and national consultancy in a range of market sectors including renewables, rail, linear energy schemes, docklands, and property; in onshore and offshore, urban, ‘brownfield’ and ‘greenfield’ contexts; and of large scale, multidisciplinary and multi-stage complexity. Owen has carried out several assessments for nationally significant infrastructure projects (NSIPs), involving presentation of evidence at formal hearings. Environmental impact assessment (EIA) concentrates on both physical and setting effects on the historic environment. This includes screening/scoping, the collation, analysis and presentation of archive data and field assessments in order to provide recommendations for the mitigation of identified effects.Heritage statements are required primarily in urban planning, where Owen typically assesses the significance of built heritage to sensitively guide developments’ master planning.Mitigation strategies, designed in agreement with local and national regulatory organisations, are managed through liaison with clients and coordination of multidisciplinary subcontractors.
