Senior system leader for strategic planning and commissioning across planned care and cancer, accountable for improving outcomes, tackling health inequalities, and ensuring value-based deployment of ICB resources.Key responsibilities• Lead the full commissioning lifecycle — from population needs analysis and options appraisal through procurement, service mobilisation, contract management and evaluation.• Develop and embed outcomes frameworks aligned to NHS national priorities, ICS strategy and local population needs to drive evidence-led prioritisation and investment.• Integrate clinical strategy, population health analytics and financial planning to deliver multi-year commissioning intentions and annual operational plans.• Provide system leadership across provider collaboratives, local authorities, VCSE partners, Cancer Alliance and regional teams to co-produce service transformation.• Shape the provider market through capability gap analysis, innovation partnerships, digital transformation and pathway redesign.Selected impact• Re-designed the deployment of £3m Cancer Alliance funding, shifting from fragmented projects to a strategic, multi-trust investment model enabling sustainable pathway transformation and digital innovation (incl. teledermatology, gynaecology pathways and early diagnosis programmes).• Led design and delivery of the East of England’s largest secondary prevention programme (£3m), optimising care for patients through data-driven programme design.• Led palliative and end-of-life care strategic review securing agreement for system-wide recommissioning under a new outcomes-based framework.• Launched lung cancer screening across Norfolk & Waveney, delivering scans within eight months and identifying >70 early-stage cancers.• Led implementation of the Rockwood Clinical Frailty Scale across the system, reducing inpatient falls, lowering LOS and achieving savings.
