About Liv Olivia Schaefer
I am a masters student in Public Policy and Management at Carnegie Mellon’s Heinz College, focused on the intersections of international conflict, emerging technologies, and diplomacy. At the Brookings Institution’s Center for Sustainable Development, I support research on climate and development finance, focusing on questions of how fiscal space, debt, and investment flows shape state resilience. At Carnegie Mellon’s Institute for Strategy & Technology, I research cyber positioning and information warfare, drawing lessons from the Russia-Ukraine war and other interstate crises.I’ve also worked outside policy—in marketing and communications—where I learned how strategy and storytelling drive decision-making. That experience helps me move between audiences whether among academics, policymakers, or the public.My through-line is a bias for action. I’m interested in how development, technology, and security overlap and how smarter policy might expand the space for collaboration rather than conflict.
