The NGF HelpDesk Program houses various technical assistance projects aimed at improving Public Financial Management and Ease of Doing Business at the subnational level. Projects includes a Bill and Melinda Gates funded Domestic Revenue Mobilization project, World Bank funded - US$1.5 billion States Fiscal Transparency Accountability and Sustainability (SFTAS) and US$750 million State Action on Business Enabling Reform (SABER) Programs for Results.As the Senior Program Manager, my specific responsibilities include:1. Lead the development and execution of annual work plans and budgets for the program. The program delivers targeted technical assistance to 36 State governments across Public Financial Management (PFM) and ease of doing business reforms including fiscal transparency & accountability, revenue management, public procurement, cash management, debt sustainability, land administration, Public Private Partnership and Digital Public Infrastructure (DPI), amongst others.2. Lead program operations, performance, procurement, and contract management.3. Manage and grow program partnership, collaborative impact as well as financing portfolio.4. Manage the assignment and deployment of experts to States to provide just-in-time technical advisory and hands-on training as well as conduct desk review of reform instruments (draft bills, regulations, and operational guidelines).5. Supervise reform and institutional diagnostic assessments to inform State specific technical assistance support plans.6. Manage the development and deployment of knowledge resources including leveraging virtual platforms.7. Coordinate State peer learning events and forums including exchange visits.8. Coordinate State reform studies to support evidence-based advocacy.9. Lead high-level stakeholder engagement with State Governors and the Heads of State Ministries, Departments and Agencies (MDAs) including advocacy for reforms and coalition building.
