    Mr. Pugh-Newby leads logistics and financial management business process engineering projects with clients in DOD and throughout the Federal Government. • Veterans Administration: Developed, in support of the initial outfitting and transition (IO & T) of a new 1.2 million square foot Veterans Administration Health Care Hospital, reuse criteria for existing furniture, fixtures and equipment (FF & E) and analyzed over lines of current equipment to develop a prioritized recommended list of reuse FFE for the hospital’s leadership. • Major Metropolitan Transit Authority: Analyzed fixed asset data records to assess the level of completeness and accuracy of data records across the lifecycle of the fixed assets. This analysis helped to pinpoint the root cause of a massive fixed asset fraud operation at a major metropolitan transit authority. • U.S Air Force: Analyzed twelve years of Air Force logistics operational data and the associated funding data to unearth logistics operational inefficiencies that were not being solved by the persistent allocation of increased funding. Mr. Pugh-Newby then employed a Balanced Scorecard Methodology that included a set of enterprise-level metrics to guide improved logistics management. • Indian Health Service (IHS): Conducted business process reengineering of Information Technology Asset Management (ITAM) at the Indian Health Service (IHS). His assessment included a comparative analysis of IT inventory data with that recorded on the property management information system to guide development of an IT accountability strategy. Other areas of analysis included Configuration, Security and Operations Management. • Department of Defense/Defense Finance & Accounting Service: Supported execution of the American Recovery & Reinvestment Act (ARRA) funded projects by developing and managing an analysis process that tracked and identified potential anomalies in obligations and disbursements on a daily basis.
