About Noel McNally
Noel McNally is a disability advocate with over 25 years of experience and training. He has led the efforts to establish the first proprietary dually diagnosed ICF/DD-MI in Illinois. Noel has experience as an executor of estate. He has consulted for due process cases regarding IEPs-IDEA. IDPA has recognized his effort and success in the placement of individuals in the least restrictive environment (ICF to CILA). Noel has collaborated with Representative Lindsey LaPointe and members of the disability community (students, teachers and parents of Vaughn Occupational High School) in the amendment and ratification of HB3950 increasing college opportunities for students with intellectual and related disabilities. He has developed self advocacy, financial literacy, and vocational curriculum and services with his team at Vaughn OHS to enhance the independent living skills of high school transition students. He is currently leading the Wright Access Project at Wright Community College which provides training and services in the areas of employment and independent living to students with intellectual and related disabilities.
