About Noah Block

Noah Block is the Federal Relations Manager at ANCOR, the national association of community-based providers serving people with intellectual and developmental disabilities (I/DD). In this role, he serves as a primary point of contact for congressional offices and federal agencies on Medicaid and disability policy; builds and sustains coalition partnerships; and supports ANCOR’s political engagement, including PAC outreach and compliance. Noah collaborates with member organizations, contract lobbyists, and internal teams to translate frontline provider insights into concise briefings, comment letters, and targeted Hill and agency engagements. He previously led ANCOR’s grassroots program, growing the advocate network by 270% and increasing actions taken by 96%.Currently, he serves on the board of the National Association of Youth Courts, and as Youth Transforming Justice\'s Chairperson, a California-based nonprofit that employs peer-to-peer trauma-informed restorative justice practices. In 2017, YTJ established the Block Award in recognition of his service, an annual acknowledgment celebrating leaders in the organization.
