Provide facilitation, team development and organizational development consultation services with agency executive leaders and senior managers to define and implement talent acquisition solutions that meet the business objectives of the organization. Serve as a SME for the recruitment module and any Talent acquisition-related programming. Ensures that system usage and engagement reflect industry best practices. Uses data-driven HR business insights to provide talent acquisition solutions and recommendations to the Director. Partners with talent management teams to manage and maintain job architecture infrastructure and ensure that job profile management reflects industry best practices. Assist with management of job architecture and competency framework changes. Develop, communicate, and operationalize a long-range workforce plan for assigned agency by engaging with business partners to implement talent management strategies. Maintain project plans and establish timelines for project milestones and completion. Work in consult with agency leadership to develop strategies for retention, recruitment, training, coaching, succession planning, and knowledge management. Design and implement management tools, methods, and procedures for compiling and analyzing data to optimize workforce planning. Advise management on the interpretation and application of policies and procedures relating to human resources, talent management, and talent acquisition. Answer non-routine requests for information on policy interpretation. Develop, coordinate, and recommend changes for improvement in workflow. Partner with HR to ensure best practices and the most efficient customer service is delivered. Represent Indiana State Government at career events including at colleges and universities. Actively source candidates through creative and effective channels.
