   Manage Project Controls team for MNR Capital Program Department- Manage over 35 active third party Design, Construction as well as Design-Build schedules for projects ranging from $1M to $1.2B- Liaison between MTA Executive Management and MNR to supervise development and updating of various executive reporting to support the Cost Containment Initiative and the MTA Transformation Plan -Supervise updating of resource loaded Capital Program Master Plan schedule for Force Account Resources and Track Outage planning- Provide expert advice on Delay Claims, Scope Change impacts including change order time impact schedule frag-nets to the project schedule and cost- Perform Forensic Analysis and advice MNR on Delay Claim or Time Extension request and Claims Negotiation - Review various monthly/quarterly reports issued by the Project Controls team - Provide expert advice on the Positive Train Control (PTC)($1.2B) project as well as it\'s supporting projects including project monitoring, analyzing performance, develop future Implementation Plan, perform What-if scenario analysis for Force Account resource planning - Review and advise MNR on scheduling best practices and updating boiler plate specifications and contractual requirements, Department policies and procedures, standardizing Monthly Reports, reporting timelines and preparation guidelines, schedule baseline and monthly review checklist and project kick off checklist- Review and approve third party resource and/or cost loaded Project Preliminary 90 Day and Baseline Schedules, perform Critical Path Analysis and Earned Value Analysis - Perform What-if scenarios analysis for resource planning, understanding impacts of scope changes, outage planning and work sequencing- Provide training, guidance and direction to Project Controls team and manage team workload- Development and maintenance of historical database of projects for planning, lessons learned and feedback
