As Commission Staff I represent the interests of rate-payers of Oregon’s electric and natural gas utilities. I lead development of Oregon’s guidelines for electric utility distribution system planning, and Staff review of subsequent, inaugural distribution system plans from Portland General Electric, Pacific Power, and Idaho Power. I lead Staff review of Avista\'s 2023 Natural Gas Integrated Resource Plan. I also analyze and evaluate the utilities’ planning activities for battery storage systems, demand response, and energy efficiency. Each of these activities requires policy and analytical skills, clear writing and communication, and collaboration with stakeholders.
