As the inaugural Executive Director of the Provincial Employment Roundtable (PERT), I have grown the organization into one of Québec’s recognized policy voices on employability and workforce development. I have scaled PERT into a multi-departmental institution with 14 staff, expanded our network from 13 to more than 100 partner organizations, and grown annual revenue from $250K to over $2M, including co-leading a coalition that secured a $38M five-year federal investment. I oversee the development of evidence-based research and high-impact initiatives—such as the province-wide Circonflexe Mentorship Program—and represent the organization in Québec City and Ottawa on complex political files related to labour market development, language, and employability.

ABOUT NICHOLAS SALTER
Nicholas Salter has been the Executive Director of the Provincial Employment Roundtable (PERT) since 2021. He brings over fifteen years of leadership experience to the role working with multiple levels of government, the private sector, higher education institutions, foundations, health and social services agencies, and community organizations. After establishing PERT\'s policy expertise and developing strong partnerships, his priority is scaling innovative initiatives to close Québec\'s 1.5 billion dollar employment gap.Prior to joining the Provincial Employment Roundtable, Nicholas directed communications and outreach for McGill University’s Max Bell School of Public Policy, where he played a key role in helping to build and launch the School. Nicholas previously headed the policy and communications work at Powered by Data — a nonprofit focused on open data and open government. Nicholas has also been involved in federal politics, where he led the team of a Member of Parliament and later became an advisor to regional teams and multiple parliamentarians. Nicholas holds an MSW in International and Community Development, a BA in Psychology, and a Graduate Certificate in Public Relations Management. He is also a past fellow of the McGill Institute for Health and Social Policy. He is currently a member of the Conseil du patronat du Québec’s (CPQ) Comité éducation et adéquation formation-emploi and the Fédération des chambres du commerces du Québec’s (FCCQ) Comité Éducation, formation et main-d’œuvre. He is also a member of the Quebec English-Speaking Communities Research Network (QUESCREN) Inter-Level Educational Table (ILET) and Literacy Quebec’s Community Empowerment through Literacy Initiative (CELI) Project Advisory Committee. He is a past board member of the Queen Elizabeth Health Complex — a not-for-profit community-led health organisation and past Vice-President of the Carrefour jeunesse emploi – Notre-Dame-de-Grâce.
