Neha Gupta is a regulatory and public policy leader working at the intersection of law, innovation, and government. She currently serves as Chief Operating Officer and General Counsel at Partners for Public Good, a national nonprofit that partners with government agencies to strengthen the operational, contracting, and oversight systems that enable effective public service delivery. As part of the team that launched and scaled the organization, Neha established and now leads its strategy, operations, legal, compliance, and external affairs functions.Previously, Neha served as a White House legal advisor, where she counseled President Biden and senior officials on executive authority, administrative law, and cross-agency regulatory strategy. She worked with federal agencies and state and local governments to advance major initiatives, including implementation of historic infrastructure investments and the federal response to COVID-19 and economic recovery. Her work focused on aligning rulemaking, enforcement priorities, and litigation strategy with the Administration\'s agenda to support consumer protection, civil rights, and public health goals, and respond effectively to crises.Before joining the White House, Neha held senior legal roles in San Francisco government, including as chief counsel to major city agencies. She advised executive leaders on regulatory strategy, enforcement priorities, ethics and compliance, and legal risk across core city operations. Her work included shaping the city’s approach to regulating emerging mobility platforms and AI-enabled technologies, building oversight systems for major public safety and infrastructure programs, and modernizing how agencies coordinate and deliver services. She also defended city laws in federal and state court and helped prosecute high-profile enforcement actions under state and local consumer protection laws.Neha holds a J.D. from Stanford Law School and a B.A. from Harvard University. She clerked on the U.S. District Court for the Northern District of California and the U.S. Court of Appeals for the Ninth Circuit. She is a Non-Resident Fellow at the Urban Institute and currently serves on the boards of the Northern District of California Court Historical Society and ScholarMatch.
