ABOUT NEIL HORNER
I work with boards and leadership teams when delivery clarity starts to erode. Growth, transformation or leadership change often creates pressure across portfolios, where priorities compete, ownership becomes blurred and decision making slows. In those moments organisations need independent perspective to reconnect strategy with what can realistically be delivered.Through P34B, I’ve built an independent, accredited and award-winning advisory practice delivering across infrastructure, manufacturing, aviation and retail environments. The work spans strategic capability development, portfolio governance design and hands-on programme intervention, alongside supporting the development of emerging professionals. As an independent P3 advisor and founder of P34B, I help boards and executive teams regain control of complex portfolios and programmes. My focus is strengthening governance, restoring delivery confidence and ensuring that major initiatives translate strategic intent into practical, sustainable outcomes. My career began as a building services apprentice and has developed over 27 years into programme leadership, sponsorship and independent advisory roles across nuclear, aviation, manufacturing, retail and infrastructure environments. That path has included leading engineering projects, integrating major programmes, establishing portfolio governance and building delivery capability within complex organisations.Today I operate primarily as an independent advisor, peer reviewer and delivery sponsor. I bring proportionate challenge and practical experience to leadership teams so they can make clearer decisions, simplify competing priorities and transition capability back into the organisation.Alongside client work, I remain active in professional development and social value initiatives, supporting emerging professionals, apprentices and early stage businesses to build real capability in the projects profession.
