About Nathan Manning
Nathan (Nate) Manning, AICP, serves as a Senior Community Planner at NAVFAC Atlantic, focusing on Strategic Planning within the Planning, Design, and Construction (PDC) Directorate. He is a strong advocate for master planning, recognizing its potential to address both operational and aesthetic challenges within future environments. As a founding instructor of the Navy Master Planning course, Mr. Manning regularly provides instruction worldwide. He serves as the Strategic Planning GIS Integrator, coordinating GIS requirements across Strategic Planning programs and collaborating with planners to develop maps for various planning products. Mr. Manning provides technical GIS oversight to the Navy Master Planning Program, Shipyard Infrastructure Optimization Program (SIOP), Fleet Infrastructure Optimization Program (FIOP), and Integrated Product Support (IPS) program. In addition to his training and GIS responsibilities, Mr. Manning contributes as an associate member of the Department of Defense\'s Comprehensive Planning Functional Working Group (FWG). He supports the Navy in matters related to installation master planning criteria and is responsible for administering planning guidance as a member of the Navy Master Planning Core Team. Additionally, Mr. Manning specializes in digital planning applications and works closely with Navy Installation Geospatial Information and Services (IGI & S) to ensure coordination of data standards and alignment of tools. Mr. Manning holds a Bachelor of Arts in Homeland Security and Emergency Management, a Master of Urban and Regional Planning, and a Post-Baccalaureate Graduate Certificate in Geographic Information Systems from Virginia Commonwealth University (VCU) in Richmond, Virginia. He is a two-time recipient of the Wilder School\'s Graduate Scholars Fellowship at VCU\'s Wilder School of Government and Public Affairs and graduated with Latin honors. Mr. Manning is a member of the American Planning Association, including its Virginia Chapter and Federal Division. He brings a diverse range of experience from the private sector, as well as Federal and State levels of government.
