Oversee operations of 70 aquaculture production facilities (producing about 100 aquatic species and approximately 200 million individuals annually) and 13 Applied Science Centers covering multiple fisheries and aquaculture research and development disciplines. Develop and administer allocation methods for multiple annual budgets totalling over $60 million. Manage and administer maintenance and construction planning for 4,800 real property assets valued at $4.6 billion. Oversee development of aquatic animal health policies, programs, and authorities. Serve as the lead voice in responding to fish production, asset management, and applied science inquiries from Congress, government departments, and all partners. Drive program evaluation and analysis to identify knowledge and operational gaps to address through change management. Develop and deliver briefs, presentations and symposia to inform partners of operational priorities, advancements, and challenges. Represent the US FWS hatchery and applied science program in developing resource management partnerships with colleagues and organizations across multiple sectors. Projects: Hatchery modernization assessment at five production stations to develop individual station advancement plans and uncover national infrastructure management challenges and priorities with an eye for improved energy efficiency, product performance, and environmental impact. Framework analysis of 20 high priority propagation programs (>$250K annually = high priority) identifying data and performance gaps to prioritize system improvements (Synthesis in peer review 2025). Built new Division: Co-lead in restructuring US FWS Engineering and Infrastructure Management Divisions. Community development: In 2017 (to present), developed and host two annual symposia targeting advancements in aquaculture and means to measure and improve success to connect aquaculture communities across conservation, food security, and economic development.
