On March 1, 2020, during the early stages of the Covid pandemic, I joined H B Strategies (HBS) as a Principal to provide guidance and strategy on the Texas state legislative process. The Texas Legislature meets every two years on odd years for 140 days. The 89th Session (2025) has ended and now we enter what is called the “interim” phase. This time period can include special session(s) as well as interim study charges, re-election efforts and very importantly allows state agencies to implement legislation that was enacted during the past session. Additionally, state agencies must prepare for the next legislative session (January 2027).\"Each state agency must prepare a detailed legislative appropriations request (LAR) under the guidelines of the state\'s Legislative Budget Board (LBB). These LARs itemize the funding each agency feels it needs to pursue its various tasks, and includes performance measures designed to ensure the money is spent efficiently and effectively.\" The work continues and the HBS Team is well suited to help you throughout these phases.
