ABOUT MARTIN WAIN

Martin has 20 years of policy and evaluation experience in economic development, research and innovation, and sustainability. He has conducted process and impact evaluations, policy studies, strategic support projects, and capacity development at the local, regional, national, and international levels. Martin is an experienced researcher and project leader with expertise in designing and applying theory-based, mixed method (qualitative and quantitative) data collection and analytical methods, and has been lead author on a number of high-profile studies. Martin is a regional studies specialist with extensive experience across the whole policy cycle, from the design and ex-ante stage (including formative evaluation), through to implementation and delivery (including monitoring evaluation and learning frameworks and developmental evaluation), and ex-post assessment (including summative evaluation). He has also developed and delivered facilitation, intermediation, and training initiatives. His work has focused on the framework conditions for inclusive and sustainable economic and social benefit, covering place-based interventions aimed at delivering productivity and resilience through business growth, entrepreneurship and start-ups, research and knowledge exchange, skills development, and inward investment and export. Martin’s other research interests include governance and leadership in multi-actor and multi-level systems, organisations and networks (including co-ordination of research and innovation), higher education, intellectual property and standards, and renewable and efficient energy and heat. Martin is experienced in working with a range of clients and partners from national and local government, higher education institutions, research funders, international organisations, non-profit organisations, and private foundations in the UK and Ireland, Europe, Africa, Asia, and Latin America.
