ABOUT CAROLYN DOUGHERTY

I am an experienced engineering manager and project director, managing infrastructure design teams in both design and design/build environments over all project stages. My principal expertise is developing client scope and requirements, facilitating group decisionmaking, forming consensus, negotiating change, and streamlining communication within and among project and client teams to achieve efficient and cost-effective delivery. I developed and delivered the first ever Network Rail Contractor\'s Engineering Manager (CEM) training course for Jacobs, with an initial cohort of twelve new engineering managers. In my previous role I led Mott MacDonald\'s rail team in Bristol, where I directed ongoing projects, prepared tenders and developed scope and requirements for new work, created partnerships with Network Rail and regional contractors, and supported the continuous improvement of our rail offer, particularly our CEM offer, both in Bristol and across the UK.The achievements I’m most proud of in my career:I led the design team that provided technical support to the National Trust and its partners to assist them in obtaining £2B of government funding for a tunnel for the A303 near Stonehenge. For this project I pulled together information and guidance from designers and engineers, subject matter experts, archaeologists and client representatives to develop a feasibility report that incorporated the requirements of everyone involved. I managed the completion of the £9.5M award-winning Heritage Lottery funded restoration of the Georgian gardens of Hardwick Park, County Durham; we had a limited budget to complete the works required by the Heritage Lottery, but I worked with the council, the Lottery, contractors, suppliers and the managers of the park to come to consensus about what needed to be done and how we would do it. I coached and prepared a joint venture team that achieved an unprecedented 94% score on a Network Rail behavioural assessment for a major framework contract. The assessors commented that the team had clearly been working together for years, when in fact they had never met before my training!I facilitated the first \'Gold\' supplier award in Network Rail\'s \'Route to Gold\' supplier assessment programme, for TSP\'s permanent way design team. The team did the actual work, but I helped them develop the behaviours that led them to proactively engage with the Network Rail assessors to collaboratively work out criteria for achieving ‘Gold’ status.
