   Serve as Deputy Project Director and Systems Lead for CMS’s Cell and Gene Therapy (CGT) Access Model, defining national data, analytics, and reporting strategy for a high-profile CMS Innovation Center initiative• Design and govern end-to-end data architecture for the CGT Access Model, enabling outcomes-based agreements with cell and gene therapy manufacturers, including compliant data flows, rebate mechanisms, and access evaluation• Lead large, multidisciplinary teams of analysts and researchers, coordinating with CMS, states, manufacturers, and cross-agency partners to translate policy objectives into scalable data pipelines, analytic workflows, and implementation strategy• Lead MACPAC’s Hospital Payment Index effort, evaluating Medicaid hospital base and supplemental payments across states and against Medicare benchmarks• Lead national transparency efforts for non-DSH supplemental payments, designing QA, testing, reporting, and public release of data required under the Consolidated Appropriations Act of 2021• Direct complex, multi-source payment analyses using T-MSIS, CMS-64, SPV, and related systems, and convene technical expert panels to establish methodological standards and inform federal policy deliberations• Leading the creation of comprehensive, multi-source Medicaid provider-level payment dataset, integrating all forms of Medicaid payments to support oversight, transparency, and policy analysis
