About Mohamed Rali Badissy

Energy law scholar, government advisor, and contract transparency advocate focused on infrastructure financing, energy markets, and power project acceleration. As a Co-Director of the Energy for Growth Hub\'s PPA Transparency initiative, Affiliate Professor at Penn State Dickinson Law, and Legal Advisor to the US and other governments, he is recognized for his innovative work empowering political leaders and regulators to design legal and financial frameworks that accelerate the development of energy infrastructure in emerging markets. His career is distinguished by a commitment to expanding access to affordable, sustainable energy and supporting good governance through contract transparency, standardization, and open knowledge sharing.Over the past two decades, Mohamed has advised more than 47 governments across Sub-Saharan Africa, Central and South America, Eastern Europe, and South and South-East Asia, partnering with host governments, multilateral institutions, and industry leaders to catalyze private investment and reform energy markets. He previously served as Senior Attorney for Energy and Finance with the U.S. Department of Commerce\'s Commercial Law Development Program (CLDP), where he created a team that designed and implemented major international programs, including Power Africa and the Energy Governance and Capacity Initiative. His expertise spans the structuring of public-private partnerships, renewable energy auctions, and standardization of power project agreements, with notable contributions to regulatory frameworks and successful project delivery in dozens of countries. Mohamed is the principal editor of the widely distributed Understanding series of open-source guidebooks - including Understanding Power Purchase Agreements (2nd Edition), Understanding Power Project Financing (2nd Edition), Understanding Power Project Procurement, Understanding Power Transmission Financing, and Understanding Energy Storage - which have become reference materials for governments and development institutions worldwide. He is also a contributing author to the African Development Bank\'s Understanding Sovereign Debt handbook.Earlier in his career, he practiced with the public international law group at Latham & Watkins LLP in New York and Dubai, and served as a law clerk to the Hon. William H. Walls of the U.S. District Court of New Jersey. He holds a J.D. with High Honors from the University of Washington School of Law and a B.A.(with distinction) in Diplomacy and World Affairs from Occidental College.
