Primarily, I provide legal advice to 55+ HHS advisory committees and relevant program areas on legal issues related to the Texas Open Meetings Act, open government, transparency, accountability, and administrative rulemaking. Additionally, I advise on state records retention issues and schedules for HHS agencies. Another primary role of mine is serving as a voting member (affiliated non-science and Office of Chief Counsel representative) on the Department of State Health Services (DSHS) Institutional Review Board (IRB). Periodically, I also assist with specialized legal research projects for HHS. During the legislative sessions, I conduct in-depth and high-level bill analyses and serve as a resource on the Texas legislative process.
