Provide vision, leadership, clear and consistent direction for HR functions within the recruitment department.• Develop strategies to effectively manage and achieve Inuit employment goals as defined in the Inuit Impact Benefit Agreement (IIBA). • Assist to organize community-based employment and training information sessions and recruitment tours in Nunavut to provide the community members with information about Baffinland employment and training opportunities.• Manage the annual labour budget and ensure to follow processes and ensure that approvals are followed through when a hiring request comes through from the department management. • Implement a streamlined, simplified job requisition process for tracking and reporting workforce requests of budgeted and unbudgeted positions. • Assist in the development and implementation of policies and procedures to ensure a consistent and harmonious workplace including advising on Recruitment Policy and Procedures and Employee Relations matters.• Develop new strategies and procedures to attract and retain talent. • Implement new methods for sourcing quality candidates through various recruiting channels. • Monitor key recruitment metrics to identify and resolve issues impacting recruiting procedures.• Ensure the recruitment team is working towards the aim of reducing vacancies, minimizing days to hire, advising on retention practices and understanding of the issues and concerns facing all staff.• Manage the contractor hiring and the contractor conversion process with different recruiting agencies, vendors and the union.• Provide supervision, overall guidance and manage the performance of the recruitment team.• Liaison with the hiring managers and the Baffinland Liaison Officers to anticipate and plan for future recruitment needs.• Participate in industry related events such as recruiting seminars and job fairs to keep up with industry trends and implement best practice within the organization.
