Serve as the initial point of contact within the agency for human resources matters and provides guidance to senior management such as prepare and compile data for monthly departmental reports. Prepare and proofread all human resources correspondence and collaborate with senior management to create, revise HR policies and procedures, and conduct periodic reviews and audits of personnel files. Conducting job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors and developing crediting plans to assess varying degrees of job qualifications. Provides advisory services to management in conformance with established criteria to resolve conventional problems that arise in administering an applicant recruitment program as we are transitioning into an updated USASTAFFING System. Recruitment for all positions by drafting internal and external job postings through USASTAFFING, Management of personnel actions and human resource audit reports through NATIONAL FINACE CENTER (NFC) website and mainframe. Process, verify, upload and maintain personnel related documentation actions such as onboarding, staffing, recruitment, training, performance evaluations documents, in the electronic Official Personnel Folder (eOPF) and E-tracker system. Currently, we are using the Kronos webta 3.8 systems and serve as Developed and delivered training to supervisors on how to how to conduct interviews, complete all hiring paperwork, exit interviews for separating employees, working with the Kronos webta system etc.I am responsible for the agency training program; evaluates on-going human resources operating programs and procedures within MSPB and between APHIS/MSPB to determine their effectiveness and efficiency and identifies perceived and actual barriers relative to operational activities.
