Governance and Programme Management • Assess investments for the preservation and modernization of OECD-owned and leased facilities, including the historic Château de la Muette, ensuring alignment with Strategic Objectives, Risk Management, and Business Continuity. • Execute and steer multi-annual Facility Management programmes, monitoring budgets, resource allocation, and deliverables. Provide statistical data, develop dashboards, and update operational Key Performance Indicators (KPIs) for continuous improvement. • Facilitate cross-functional collaboration between internal units, external contractors, and executive leadership. Guarantee compliance with planning, labour regulations, fire safety, health and safety standards, and the Organisation’s Environmental Policies.Engineering Project Execution and Contract Management • Conduct Engineering and Facility Management projects, from feasibility studies and technical simulations to detailed planning, budgeting, and scheduling. Ensure operational readiness and delivery on time, cost, and quality. • Draft technical and contractual documentation for consultations and calls for tender (CfT). Lead bid analysis in partnership with Procurement (DEP) to support strategic sourcing and programme objectives. • Administer framework agreements and service contracts: Monitor performance of external providers; Ensure guarantees, warranties, renewals, negotiations, and contract execution in full compliance with programme requirements. • Ensure compliance with technical documentation standards, including As-Built Records (Dossier d’Ouvrages Exécutés - DOE), to secure knowledge transfer and lifecycle asset management.#FacilityManagement #ProjectExecution #ProjectEngineer #ContractManagement #AssetManagement #Sustainability #Archibus #GTB #GMAO #BIM #SmartBuilding
