ABOUT MOIN KHAN

A Licensed Professional Engineer with a bachelor’s degree in Civil Engineering with over 25 years of progressive Canadian & international experience in program management, stakeholder management, and construction management of high-complexity infrastructure and transit projects in the public and private sectors. Managed numerous multidisciplinary, complex, large-scale transportation infrastructure projects through the life cycle, including planning, design, procurement, construction, and commissioning phases. Provided leadership in delivering complex, contentious, and high-profile projects such as the QEW/Credit River Bridge replacement, QEW/Dixie Road interchange reconfiguration, Highway 400 North Canal Bridge Replacement, Highway 400/Duckworth St. Interchange reconfiguration and Commercial Vehicle Inspection Facilities (CVIF). Worked on cost-sharing negotiations with numerous stakeholders, including federal, provincial, and municipal partners and utility companies. Supported P3 projects during the RCD, PSOS, and PA preparation phases. Also, worked with the MTO’s Central Region Directors as a Senior Issues Advisor and Manager of Highway Operations, managing the highway corridor management, maintenance, and operational services programs. Private sector accomplishments include several Canadian and international AFP projects, such as the design and construction of the transportation infrastructure in Doha, Qatar, for the FIFA 2023, Anthony Henday Drive in Alberta, Fredericton to Moncton Highway in New Brunswick, 407 ETR 15km extension from Markham Road to Highway 7 and Highway 401 Core & Collector System Expansion from Highway 403/410 to Credit River in Ontario.
