CSF is British Columbia’s francophone public school board (School District 93). In the Capital Projects Office, I manage major school projects from early planning and design through procurement and construction. I work with architects, consultants, contractors, municipalities, ministries and agencies, utilities and service providers, and First Nations to align scope, approvals, funding, risk, and milestones.In this role, I:• Lead project initiation and planning for new schools and childcare, defining scope, delivery strategy, governance, and approval pathways from concept through closeout.• Direct design management and constructability reviews, translating site constraints, operational needs, and BCBC/bylaw requirements into clear design actions.• Run procurement for prime consultants, construction partners, and owner scope, including RFPs/RFQs, evaluations, and award.• Manage owner baselines for budget, milestone schedule, and cash flow, tracking variances and forecasts and driving decisions, risk response, and value engineering.• Manage change management from design through construction, reviewing pricing, assessing schedule and cost impacts, and negotiating Change Orders.• Coordinate permitting, servicing, and approvals with municipalities, ministries and agencies, utilities, and First Nations, including environmental and consultation requirements.• Oversee code and performance compliance, confirming alignment with BCBC Part 3, life safety, accessibility, and energy targets requirements.Projects:• École Burnaby — K–7 school and childcare (~C$49M)3,800 m² for 360 students plus 62-space childcare; includes Neighbourhood Learning Centre community-use; targeting 95% GHG reduction.• École Beausoleil (Saanich) — K–12 school and childcare (~C$72M)5,700 m² for 465 students plus 62-space childcare; includes Neighbourhood Learning Centre community-use; targeting 90% GHG reduction; coordinated off-site infrastructure upgrades with the District of Saanich.

ABOUT MOE KATER
Project management for building construction projects is the core of my work, from early planning and design through procurement, construction, and turnover. Currently, my work focuses on planning, design reviews, procurement, and delivery of institutional capital projects in British Columbia, working with architects, consultants, authorities, and contractors to keep scope, schedule, and approvals aligned. My experience is built on large-scale international projects, including high-rise hospitality towers (C$490M+), live international airport improvement work, and major government programs in housing, security, and residential developments. That hands-on foundation, supported by field experience in safety, quality, logistics, and multidisciplinary coordination, strengthens my judgment and approach to project leadership today.Grounded in a BSc in Civil Engineering and supported by PMP and PMI-SP certification, I focus on structured delivery, clear communication, and building alignment across teams from early planning through turnover. I maintain a strong commitment to professional development and am progressing through the P.Eng process with Engineers and Geoscientists BC.
