   Michael J. Shiffer is the Senior Vice President of MTA Regional Planning. In this position, Dr. Shiffer leads the planning activities that inform the strategic direction for the future of the MTA’s transportation network of buses, subways and railroads in the New York metropolitan area. These include network studies, capital program prioritization plans, environmental reviews, and coordination with our partner agencies and neighboring states to ensure the continued mobility and development of the region. Prior to this, Dr. Shiffer was most recently the Vice President for Planning at MTA Metro-North Railroad where he led long-range, capital, and operations planning. Shiffer was also formerly Executive Vice President for Planning and Policy at TransLink (in greater Vancouver, Canada) and Vice President for Planning and Development at the Chicago Transit Authority (CTA). Prior to his public service, Shiffer was a Professor of Urban Planning and Policy at the University of Illinois at Chicago. Dr. Shiffer also served for nine years at the Massachusetts Institute of Technology (MIT) as a Principal Research Scientist and Lecturer in Urban Studies and Planning. He holds a Ph.D. in Regional Planning and Master of Urban Planning from the University of Illinois, and a B.A. in Geography from DePaul University.Specialties: Strategic planning, team leadership, transit service planning, capital and long-range planning, decision support systems, visualization, transit history, urban spatial structure & land use planning.
