About Miriam Vera-Cruz
With more than 16 years of experience in the power sector, I have led and shaped complex energy projects across grid transformation, renewable integration, storage, grid edge solutions, and sector reform. My experience spans the technical, commercial, regulatory, and institutional dimensions needed to move strategic initiatives from concept to implementation, including stakeholder coordination and the structuring of long term arrangements such as Power Purchase Agreements and energy storage service contracts. I work where technical systems, commercial realities, regulatory frameworks, and investment decisions meet. Over the years, I have worked with utilities, regulators, public institutions, lenders, and technology providers to advance complex projects and help turn strategic ambition into implementable solutions. I bring not only sector knowledge, but also the ability to shape solutions, align actors, and move complex initiatives forward in senior roles where technical leadership, market understanding, and execution capability must come together.

Provide leadership, strategic guidance, and oversight for implementing the Energy Transition Program in Cabo Verde, funded by the Government of the Grand Duchy of Luxembourg (12 million EUR grant 20••••25).· Conduct analysis of energy sector systems, policies, markets, and institutions. · Work with country counterparts to help identify, design, develop and administer energy infrastructure projects.· Provide quality control over the development of projects, including supervising a team of technical experts. · Direct the implementation and closure of projects. This includes technical input and no-objection on essential project documents, contractor deliverables, management of independent engineers and consultancy services, field missions, work plans, among other tasks.· Provide thought-leadership on the energy transition developments, challenges, and opportunities during bilateral discussions with hosting government officials, bilateral donor organizations, public and private stakeholders.· Provide permanent technical assistance to senior management officials on priority measures aimed at promoting clean energy uptake, such as the launching of renewable energy tenders, PPA negation, power sector reform and energy transition planning, universal energy access, distributed generation regulatory reform, and EE mandates for large energy consumers, amongst other topics.· Exercise managerial duties related to local team oversight, financial programming, scheduling, procurement, reporting, hiring, and performance evaluation.
