ABOUT MIRIAM SHEINBEIN

Motivated by the belief that primary care is a common good, I am a physician leader who utilizes human-centered design thinking methodologies to guide system transformation to bolster primary care in safety-net settings. My clinical practice, as a licensed and board-certified family physician, has always been a place for teaching, training, and testing. Because of my experience in direct healthcare delivery and the Medicaid and Medicare payer space, I understand how individuals and families navigate the healthcare ecosystem, as well as the financial and data levers of a health plan to influence the landscape. As Medical Director at the Health Plan of San Mateo, I direct a $60 million investment strategy to address the primary care crisis and promote Advanced Primary Care.Recognized as a thought partner and creative problem-solver, I lead optimistically, catalyzing teams to think differently, mobilize for change, and drive the work forward. I am valued for my ability to zoom in and zoom out to create a vision and execute on the plan. I engage my robust network to bring diverse stakeholders together to brainstorm and troubleshoot. Prior to my role at a managed-care organization, I led primary care practice transformation in the community setting. In my role as Associate Medical Director for Primary Care at Planned Parenthood Mar Monte, I was responsible for clinical oversight and practice management at eleven community health centers. In this role, I led the development, dissemination and training on evidence-based clinical protocols, operational policies and procedures, and standardized workflows. Using process-improvement strategies, I reshaped the roles of care team members to ensure they work to the top of their licensure. I helped staff identify the need for team-based care, jointly piloting and then implementing consistent care teams, daily huddles, patient-visit-planning and closing care gaps. I also facilitated a data-based quality improvement program for population health management. I excel in leading others in data-driven tests of change. My work enabled PPMM to achieve and maintain NCQA Patient Centered Medical Home recognition. As a consultant for Planned Parenthood Federation of America, I continue to shape priorities and spread best practices on primary-care delivery across the country.
