   Serve as a technical advisor to the Division Director on financial matters including the application of Federal accounting and audit standards, improvement of financial controls and cash management processes, and automation of financial information.• Advise on improvement of accounting processes including coding and other accounting controls properly recording obligations and payments under approved Commission grant/contact program and administrative accounts.• Advise the Division Director on technical aspects of financial controls and policies resulting from changes in industry practices, accounting standards, or Federal requirements. • Review and approve Obligation/De-obligation/Accounts Payable Transmittals for processing.• Supervise the outsourced accounting function producing financial statements that include child agencies/partners. • Review/approve monthly/quarterly/yearly Accounting and Finance transactions and adjustments• Review budget tracking, ensuring the reasonableness of SF-133 Budget Execution Report.• Process and/or reconcile National Finance Center and Paylocity payroll activities.• Incorporate internal control documentation into ARC’s accounting and financial processes.• Develop written recommendations for management review and document plans to resolve identified internal control and audit deficiencies.• Coordinate independent audit activities. • Respond to financial reporting process inquiries.
